NEW YORK --The following are changes to the existing Coast Guard Vessel Traffic Management Plan in New York Harbor.
Recreational Vessels: 1. No recreational vessels are authorized in the Arthur Kill north of Ploughshare Point in Perth Amboy, the Kill Van Kull, west Constable Hook, and Newark Bay, south of Droyers Point.
Per instructions below, recreational vessels may request permission to depart this zone during the following time frames at the following locations:
(a) Escorted departures from Woodbridge Creek and Smith Creek marinas Monday September 24, between 12 p.m. and 2 p.m.
(b) Escorted departures from marinas in Kill Van Kull, Tuesday September 25, between 12 p.m. and 2 p.m.
(c) Escorted departures from Newark Bay marinas, Wednesday September 26, between 12 p.m. and 2 p.m.
Vessels are required to contact Coast Guard Activities New York ph: 718-354-4020 or 718-354 4197, fx 718-556-4409 by Sunday September 23, 5 p.m. with the following information: Vsl name, Vsl hull number, master's name and contact information, number of passengers specific departure point and destination.
No vessels will be allowed to re-enter this zone after departing their berth. This window of time is solely for persons wishing to remove their vessel from the restricted area.
Anchorages: All Stapleton (23-A, 23-B, and 24) and Bayridge (21-A, 21-B, and 21-C) anchorages are re-opened and available for use as per normal operating procedures. Gravesend Bay anchorage will be reserved for use by the Captain of the Port New York in conjunction with the current heightened marine inspection boarding program following the World Trade Center incident.
