A BILL

To authorize the Secretary of Transportation to make grants to travel agencies, car rental companies, and other business concerns in the ancillary airline industry to provide compensation for losses incurred as a result of the terrorist attacks on the United States that occurred on September 11, 2001.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `Ancillary Airline Industry Relief Act of 2001'.

SEC. 2. GRANTS TO ANCILLARY AIRLINE INDUSTRY.

(a) IN GENERAL- The Secretary of Transportation may make grants to a travel agency, car rental company, or other business concern in the ancillary airline industry, as defined by the Secretary, to provide compensation for losses incurred by the business concern as a result of the terrorist attacks on the United States that occurred on September 11, 2001.

(b) APPLICATIONS- In order to receive a grant under this section, a business concern shall submit to the Secretary an application that is in such form and contains such information as the Secretary may require.

(c) ELIGIBILITY- As part of an application submitted under subsection (b), the Secretary shall require a business concern to demonstrate that since September 11, 2001, the revenues of the business concern have declined by 50 percent or more as a direct result of the terrorist attacks.

SEC. 3. AUTHORIZATION OF APPROPRIATIONS.

There is authorized to be appropriated to carry out this section $4,000,000,000 for fiscal year 2002. Such sums shall remain available until expended.
