A BILL
To direct the Architect of the Capitol to establish, as part of the Capitol Visitors Center, a garden designated as the `Spirit of America Garden' as a living memorial to the victims of the terrorist attacks on the United States on September 11, 2001.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SPIRIT OF AMERICA GARDEN.
(a) IN GENERAL- The Architect of the Capitol shall establish on the grounds of the United States Capitol, as part of the Capitol Visitors Center, authorized by the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999 (Public Law 105-277), a garden designated as the `Spirit of America Garden' as a living memorial to the victims of the terrorist attacks on the United States on September 11, 2001.
(b) DESIGN- The design of the garden shall include the following:
(1) The garden shall be in the shape of a pentagon, in honor of the men and women who were victims of the attack on the Pentagon in Washington, D.C.
(2) In the center of the garden, there shall be placed 2 trees of appropriate size in honor of the men and women who were victims of the attack on the World Trade Center in New York City, New York.
(3) In an appropriate space in the garden, there shall be placed a keystone, in honor of the men and women who were victims of the hijacking of United Airlines flight 93, which crashed in southwest Pennsylvania. The keystone shall bear a plaque expressing the purpose of the garden.
(c) DONATIONS-
(1) IN GENERAL- The Architect of the Capitol may accept donations of design, materials, labor, and other support that may be offered for the construction and maintenance of the garden.
(2) FUND- Monetary donations accepted under paragraph (1) shall be deposited into a separate account in the Treasury established for such purpose. Amounts deposited into this account shall be available for expenditure without further appropriation to carry out this Act.
