Ambassador Negroponte: We introduced a resolution this morning designed to encourage member states to cut off the various sources of international terrorism. Now that resolution is under discussion with members of the Council so I'm not going to get into further details but we certainly have been very encouraged by the initial reactions that we've received from the members and we're entering now into discussing the details which we will do on an urgent basis.

Reporter: When do you expect it will be adopted?

Ambassador Negroponte: Well, I can't predict with certainty. That's a matter for the Council as a whole to decide but we have certainly stressed the urgency of getting this done and we would like to see it get done before the end of the month. Thank you.

Reporter: How does this resolution differ from other international conventions that are already in place on terrorism?

Ambassador Negroponte: I really don't want to get into the details of the resolution at the moment other than to say that it does address the question of financial and other forms of support for international terrorism and calls upon the member states of the United Nations to take the necessary measures to suppress these kinds of activities. But the resolution draws heavily upon past precedents that have already been approved by the United Nations.

Reporter: What would you say is the significance of this resolution in terms of the broader Administration and also, the global war against terrorism that's brewing? Is this a significant portion of it?

Ambassador Negroponte: I think it's important in terms of enlisting the operational cooperation of all the other member states of the United Nations. This will be, once adopted, binding on all member states.
