M. LÉON NÖEL, French Ambassador in Warsaw, to M. Georges Bonnet, Minister for Foreign Affairs. Warsaw, August 27, 1939, 3.20 p.m.

(Received at 5.31 p.m.)

LÉON NÖEL.
